I believe that, in the USA, cars require a regular smog test which I guess is an emissions test.

Uh, yes. I live in the USA. Is this question really a bit baffling? Someone is selling me their car. They say it was used for a government official and becuase of this doesnt need to be smog checked. My question was, is this true?

I was baffled as well. This is a UK website and we are not familiar with the term 'smog' test.
