Are catalytic converters necessary?

My Peugeot's catalytic converter is giving bother. Can it be done away with? If so, can the car still pass the MOT (in Northern Ireland)?

It's a 2003 Peugeot 307 HDi (1400c)
No it will not pass .
if its emissions are OK then there is no reason why not,
I have a rover 1.9 turbo diesel that I took the cat off, and it has passed three times up to yet,
Won't the removal of the cat affect the engine management system.?
