Extra charges for car hire

This morning ( Sunday ) on BBC news there was an article on avoiding the extra charges on hiring a car whilst on holiday, but unfortunately I missed it, When we go to Jersey we hire a car from the airport and we are always charged between £60 & £70 over & above the car hire charge for accident waver etc.. so I was very interested in the news item, but as I said I somehow missed it.
I have been told that you don't have to pay these extra charges so has anyone seen the programme or do they know if you have to pay up & smile !
