Is it possible to buy a remote key without going through the Citroen dealership?

You could buy a second hand one off e-bay and reprogram it.

CITROEN XSARA PICASSO - Remote Key Programming

1. Turn the Ignition ON.

2. Press and HOLD the LOCK button for 5 seconds.

3. Turn the Ignition OFF.

4. After 5 seconds test the Plip key.
