Hyundai Cambelt Change

Trying to help my father in law here.
2003 Hyundai Lantra 2.0 diesel bought from main dealeer from new and serviced there to date. In Nov 09 at 65000 miles the cambelt was changed. This week the car had to be returned to the main dealer as the engine was sounding like a tractor. Diagnosed cam belt tensioner bearing failure and charged £400+ to repair with majority being labour. Apparently it would have cost £30 extra to change when the cambelt was done. Dealer says tensioner was checked at belt change but is not changed as matter of course. Is this just one of those things or should tensioner have been changed with cambelt?

It is not the responsibility of the garage to make decisions based on other parts when changing a cam belt. If they did they'd be accused of trying to replace parts that did not need it.
