fordson major

I have a fordson major and the lift arms woun't lift, all the linkages are connected including the interna linkages but cannot get the lift arm to lift, any ideas please

Have you plenty of hydraulic fluid in the PTO system?
Is there any pressure from the PTO pump?
Could the Hydraulic rams be seized?
Any failed seals in the hydraulic switchgear?
