Trade Plates

I was driving on Trade plates and the vehicle had a current MOT till 2021. I had a puncture and could not remove one of the wheel nuts to change the wheel. I called the AA and they refused to attend as they deemed the car unroadworthy as it was not taxed. I explained I had the trade plates and they were available for inspection by their rescue team. They still refused and maintained the vehicle was unroadworthy and on this basis they would not attend. Is this a legal definition of unroadworthy?

I don't see how 1.It can be deemed unworthy in those circumstances.
2.How can the AA deem it unworthy without inspecting it?

The AA’s Ts &Cs read:
Unsafe, unroadworthy, unlawful vehicles,
that is
where in the AA’s reasonable opinion, immediately before the relevant breakdown or accident, Your Vehicle was dangerous, overladen, unroadworthy or otherwise unlawful to use on a public road. Without restricting the generality of the AA’s rights under this provision and Your responsibility to comply with all applicable legal requirements, please note that for a UK registered vehicle to be used or kept on a public road, and subject to any relevant exemption that may apply, the vehicle must have a current excise licence (that is, up to date vehicle tax) a current MOT test certificate and have in force valid motor insurance to the minimum level required under UK law;

Also, under ‘exclusions’ it says:
Trade transportation, that is
the recovery of any vehicles bearing trade plates or which the AA has reason to believe has just been imported or purchased at auction.

And under exclusions:
Transporting from trade premises,
that is
the transportation of immobilised vehicles where the AA considers this to be part of a commercial activity, for example, to, from or for motor dealers or delivery companies;
