Caravan on public carpark

A family has recently moved into our residential street who are nothing but a nuisance, always shouting and drinking cans of lager throughout the day, openly in the street. It is a quiet cud-de-sac of 2story flats and houses and has a small car park for resident parking in the centre. The latest is that the son (aged about 17) is now living in a caravan, parked on the car park (which I belive to be council owned) Is this legal and what measures can be taken?

Report it to the local council,if the parents of this boy don't own the land the caravan is parked on then the council will take steps to remove him.
