either replace or get it welded if it's a steel tank (make sure they know what they are doing, or at least stand well back when they weld it)
take the hole back to good metal, Fill it with sand and then weld a plate over the hole.

go to any motorist accessory outlet and buy 2 products..1st jenolite, which will stop the corrosive issue you have then 2nd chemical metal, which is rather like putty. you cut off roughly what you think you need then "kneed" it until it goes a light grey colour, then you press it into the holes and leave it a little proud, wait approx.20-30 minutes, dep.on weather and presto!!it will be as hard as steel/concrete.you can sand it or drill it etc.. i've used it many times and its the business, enjoy!!!
Try POR15 tank sealer from Frost Auto Restoration. I used it about four years ago on a Ducati tank that was leaking at the seam. No more problems so far.....

Hi you need to try KBS tank sealer as this is a easy to use single application coating. It cures into a tough fuel impervious seal. The entire tank will be sealed including pinholes and weld seams and will permanently prevent rust from returning. You will find that others are just paint or adhesive-type coatings which have poor sealing abilities especially when exposed to todays fuels. (www.therustshop.com)
