throttle speed-new star electric scooter/model 036D

my scooter was vandalized and the wires were cut. after reconnecting the wires it would not run. so far I've replaced the controller and the throttle switch. now the scooter runs, but at full forward with the throttle off. i suspect the new throttle maybe faulty. there are a red, green and black wire coming from the throttle I've measured the Ohms between the red and green wire and it reads infinity, which tells me it's wide open. am i right?. i cannot get any assistance from my local dealer. nor can i get a wiring diagram from the manufacture (dealer) in LA.. the dealer says he can't locate any wiring diagram for my scooter. now I'm got an additional problem. the two relays next to the motor. one of the five prong relay connector has melted and the scooter runs without the key on. is the relays for reversing the current to the motor for reveres or forward? where can i get the relays and a wiring diagram? I'm unhappy with the lack of interest and cooperation from the dealer and manufacture. I've learned my lesson i will never buy another Chinese scooter (New Star) again

i'm not quite sure how these twistgrips work, but in my experience once they brake they are not easily repairable. My best advice would be to get a new throttle and controller and start again. You should easily get these parts of ebay. I can get them but i live in England so you would probably find it esier to locate them on ebay. Before you buy check you have the correct voltage i.e 24v, 36v. Good luck and maybe one day you will have a scooter as fast as mine!
