It can only be used in a specified part of the circuit (usually a long straight, and some circuits have more than one DRS area) and only if the car is within one second of the car in front. It can, however, be used anywhere at any time in practice and qualifying. Its aim is to ease overtaking by creating a speed difference between the two cars on the straight.
When watching a race you can see it in operation if you look at the rear wing of the chasing car. A slot like a letterbox can be seen to open in the rear wing, thus reducing the downforce and the drag.
