30 amp fuse blows as soon as ignition turned on. all motor terminals show short circuit. is the motor banjaxed?

It could be – the problem with checking winding resistance of such a motor is that the normal resistance will be of the order or 1Ω or less (which would draw 12A). But to take out a fuse within a second, a 30A rated fuse will be passing over 50A – so it is a fair bet that it is faulty.

Before purchasing a replacement motor, unplug the motor and check that the fuse does not operate due to a fault in the wiring loom.

Probably.
The park system in the motor demands a permanent wiper motor live at one of the terminals. Disconnect the motor until you ca replace it.
