Is it true that the law doesn't permit a 4-wheel trailer to be towed by a 2-wheel drive vehicle?

There's a calculation of the weight of the trailer compared to the weight of the towing vehicle.

If you're towing a 4 wheel trailer it's likly to be a heavy load requiring a heavy car which in practice may mean a 4x4
If you think about it, that would mean nearly every articulated truck in the country is illegal...mostly 2WD(even if the actually have 6 wheels) units towing 6 wheel trailers.
