Would you expect it to cost to have the brake pads and disks replaced on all four wheels on 2003 Golf?

Best bet is to go by personal recommendation.
My view is that if you don't have that, you take a punt, go in and talk to them and if they seem open and straight give them a go.
Be suspicious if they can fit you in the same day - a good garage usually has a full job list for a fair few days

I've rebuilt my 1984 Mk2 Golf over the course of this year. I fitted a complete new braking system- everything except the brake pedal and handbrake lever. The front discs were £12.50 each from Eurocarparts and the set of pads were £15. My car has drum brakes at the back but rear discs and pads would be much the same price.
I fitted them myself of course so if you pay someone you'll clock up some labour charges. It shouldn't take more than three hours at the very most to change four discs and pads - including cups of tea!
