CO2 emissions, who checks it

The last time i got no answers so reposting. Which body or organisation checks the yearly UK CO2 emissions to ensure that we are complying with our Kyoto treaty comittments. And how do they do this??. Someone on AB should know this!!

It is not possible to check actual emissions for many reasons all that can be done is check the nations themselves have implemented the agreed measures. The calculation of emissions is based on a formula of what a country actually does and the anti emmission measures it takes. No one can reliably measure directly what a country puts out. I mean one decent Volcano and that's your allowance gone Doh!

Sorry you said UK obviously the Volcano bit doesn't apply but you see the point overall.
