Rubber pipes across the road

I have noticed that on two roads there are 2 rubber pipes( like black hosepipes) fixed to and running across the road and attached to them is a little box chained to the lamp post - what are they for?

If they are separated by a metre or so, they can be used to record the speed of cars using the road. This may well be one of the pieces of data used in positioning speed cameras but the data can also be used in conjunction with planning applications e.g. to see if a new development may require modifications to the road layout/surface to improve safety.
