Not many drivers give a regard for dazzling others with the use of driving lamps.
The highway code states that they should only be used in fog or falling snow.
Nothing worse than being followed by high intensity lighting or coming from the opposite direction.
Blue white light in my opinion should be banned.
Drivers are selfish to have high intensity lighting so that they can drive much faster at night than they should do.

Fog lights are used in fog!
Drivers are not selfish using headlights that are hid high intensity and the ones I have do not dazzle oncoming vehicles.
The blue bulbed ones are not as bright as the white bulbed ones, what colour do you think they should be, black!

If by "driving lamps" you mean "spotlights" these should be wired so as to operate when main beam is selected and automatically turn off on dipped beam. Spotlights should not be used in foggy conditions.
If you mean foglights these should be wired the opposite way so they can only operate when dipped beam is selected. These should only be used in foggy conditions. I usually give people, using foglights in clear conditions, a flash of my lights to remind them that they should turn off their foglights. They may have forgotten.
