Google suggests M6, M40, M25 and a time of under 4 hours.
Realistically, what time would I have to leave to be sure of arriving soon after 11 (in time to find my destination by 11.30 with time to spare), on a Wednesday morning.

I`m not sure about the M6 (it was a long time ago) but the M40 is nearly always quiet. The part of the M25 between the M40 and Heathrow can be horrendous at rush hour but it shouldn`t be too bad at the time you will be there. That section if the journey will be where you will be most likely to encounter problems though. The M25 is so unpredicable. All it takes is one accident and you`re scuppered. I`d add about 30 mins to account for the M25 at that time of the day.
I would want to be leaving Chester no later than 5:30am, were it me. That way you should avoid the build up of traffic on the M6 around Birmingham. M40 should be pretty clear, but then you have the stretch of the M25 from J16 - J10 A3 Guildford, which is always heavy traffic.
