Minicab Radio Question

Any minicab drivers out there? My radio picks up minicab controllers and in the last year they went from extremely busy to very quiet and now barely two are left. I am guessing they are being moved over to the digital bands as the roads are still crowded with them (now we know from the badges) so clearly getting their instructions somehow. Strangely though one large company has the odd period when they come back and then vanish for days or weeks so appear to have the old frequencies as some kind of back up, which would mean the drivers needing two radios as you can't have analogue and digital in one unit. Very odd.
