Whirring/whining Noise Coming From My Car

I can hear a very distinct Whirring/Whining noise coming from my car that goes up and down with the revs, does anyone have any idea what it could be?

oh no..fan belt slipping ?

I dont think its that Murraymints, its not as high pitched as a fan belt slipping, i know that noise, had problems with fan belts previously.
where is tone when you need him ?...come out from that barn tone..now...
Does this noise come from the engine bay ?, does it make this noise while the car is stationary, moving or both ?. If it is coming from the engine bay ( and it makes the noise while the car is stationary ) then open the bonnet and get someone to rev the car while you listen to where the noise is coming from.
waterpump/alternator/timing tensioner//alternator belt/auxilary belt...could be any of these..
One of the tricks is to have the engine running and squirt each component above with WD40 and hopefully the noise should go (no guarantees). This isnt a fix for something that needs replacing though its just to identify the noisy part.
Does anyone know what car you are asking about?
Mine does it sometimes when I start up, but it's been checked with the diagnostic thingy, and there's nothing the matter with it.
Is it Turbo?
