is it ok to use my car this cold weather with a faulty thermostat and the temp gauge registers 'cold' all the time?

How do you know it's the thermostat and not the sender ( that tells your temp gauge how hot your coolant is ) ?.

'cos the heater is blowing cold.......
Possible Air in the System Tony / Alice, has the car ever run very low on coolant water? ( Radiator)

Must be the laughing stock of the world, where did the £25000000 go? they did say on SNOW clearing Machines! It that the staff with shovels.
Alice, be very carefull here, if you have just bought the car, there may be every chance that the head Gasket has gone, did you bye it from a reputable dealer or from the side of the road?

If there is a Mr Alice, get him to check that there is water in the Radiator, the fan belt is tight, the heater motor is working, did you bye the car AS SEEN? was there a warranty with it? If so, take the car back as as possible. If this turns out to be a head Gasket you are talking in the region of £300 to get it sorted, would it be a Peugeot by any chance?

Yes, As Tony regards the Thermostat, You do realise the consequences regards the demister with no heater? you can not demist, your reactions can be effected regards the cold, not given you frighteners Alice, but advice. IF you do take the car back to the garage make sure you DO NOT GET CHARGED for the work, stand your ground.

Have you ever driven with cold hands / feet /a car with no heater & in freezing weather Doug?
If you drive the car with the stat stuck closed you could overheat the engine.Get it checked soon.

bright spark..I think it is stuck open...is it still ok to use till i get to take it back?
If its stuck open then why is the heater matrix not warm...it sounds like an air lock if thats the case.
