Aquagility, no body gets a free car. It's paid for by using the higher mobility component of Disability Living Allowance.
I have a blue badge because I cannot walk very far without extreme pain. This allows me or anyone giving me a lift and taking me out to park in disabled bays in car parks and in other places which are not normally available. There is a booklet giving you all the details about what you can and cannot do. However, I do not get anything else with it and I believe that vernonk may be refering to disablement benefit with other things with it, sometimes a car or payment for petrol as well as a blue badge and free tax disc. I knew a family with all of these benefits for two of the family. I could never understand how they could get it for the same family. Thought one car would have been enough, but there you go, we chuck it about like someone who could spare it (as a country I mean) and no-one seems bothered about it.
Apparently a lot of fraudulent blue badges are photocopies
My blue badge card is very complex. I would think it would be difficult to duplicate, not just by photocopying - it is encased in plastic for a start - heat treated or something (not sure of the procedure). I wonder if it would be worth while, although I suppose if you did enough travelling it might be.
I have a Blue Badge, and unless you had seen my medical records there is no way you would know if I were a fraud.

How its possible for another to know for certain, someone doesn't have a disability amazes me>
In some support for the author I know of a person that gets an extra allowance for being an alcoholic and he doesn't even drink and of another person that gets housing benefit who earns thousands a month growing cannabis. But it is dodgy ground I know a woman who is 80 as fit as a fiddle still works but has a badge on medical grounds, very dodgy heart extremely high blood pressure problems but to look at her you would never know.

As said before to get free road tax, the person has had to undergo medical assessment and be awarded High Rate Mobility component of DLA. The person has a special form to fill in issued by the office awarding DLA and their log sheet is amended in the Taxation class as 'Disabled'. Many people who have disabilities do not always show, ie heart conditions, Lung disorders, etc. You can report them but firstly you need to be sure that they are acting fraudulently.
