No they don't - well not insured , they have a good idea but they don't know for a fact as it's an industry database and not a police one.
You can be insured quite legally by an insurance company in Europe and it doesn't appear on their system.

or do you actually like them but cant allow them to commit a crime?
if the latter, and its someone who has just not passed their test rather than been banned i'd send them an anonymous note telling them to get a license asap or you will report them
you will probably know if they do because they will have to have driving lessons etc

I'd forgotten the MOT on my car was due, and was a day or two late in getting it tested. I later met a local bobby who I know, and he said "Well, are you on the road legally now?" I asked how he could possibly have known that my car's MOT had been out of date. He revealed that one of the CCTV cameras in our town centre is a numberplate recognition camera. Vehicles are automatically scanned for MOT, insurance, and road tax. If any of these aren't held, the monitor in the CCTV control centre beeps. The operator can then call up the data on the vehicle, and pass on the information to the police. I said I hadn't heard of any prosecutions using the system, but he said he wouldn't comment on that. Maybe it's still on a trial basis. Big Brother really is watching you!
There have been quite alot of answers since I last checked! No, I haven't got any particual beef with the person, but the person is question lives on the next road to me and has almost crashed into me twice and I have witnessed them almost cause other accidents. Yesterday was the last straw as I was walking to pick my daughter up from school and they flew by me at about 60mph in a 30 zone and squealed round the corner in to a car park, then proceeded to park over 2 spaces. I will take evryones advice and see what heppens. Thank you.
