i never really looked at the pictures on the side of the pack of spark plugs, but after looking and seeing the visual instructions, im very confused. first picture is turning with fingers, and the next is the half to 2/3 turns, at what point do they apply

You use the fingers first so that you do not cross thread the plugs and so ruin the cylinder head. If you feel resistance you are cross threading so take the plug out and start again.
