Can he drive with l plates on road with his father sitting beside him?

When you practise on public roads your vehicle must display L plates, or D plates in Wales. Your practice vehicle must be properly insured for you to drive. It can be useful if your instructor is also insured, so that he or she can give you a practical demonstration of the skills you need to learn. Always make sure your vehicle is roadworthy before using it on the road.
To practise driving a tractor on the road you must be at least 17 years old. If you are 16 you can drive a tractor on the road:
• when driving to or returning from your driving test appointment
• when you have passed your driving tests
If your specialist vehicle does not have space for two people on board, your instructor:
• may have to walk alongside you calling out advice
• needs to keep out of your way but be close enough to see what you’re doing

I was driving tractors during harvest at 12 years old but only on the farm, alls i had to do was keep it in a low gear and steer it straight whilst they pitchforked the bales onto a low loader,
There was an accident shown on that 999 rescue programme last week where 2 16 year old boys had been driving a tractor and a woman cyclist had fallen under the wheels of the tractor on a country road, apparently they the boys were legal to drive and heroes as well due to quick thinking.

Tony....I grew up in Gloucestershire and my family has farmers-......my uncle had the tank, it was a sherman! I drove all sorts of stuff on private land including bikes, cars, military vehicles and classic cars. Crashed a few as well.....but my uncle crashed his tank into the village post office......he was a complete twonk! X
It does seem complicated. At 16 you can practice driving a tractor, but not on the road. At 16 you can drive to a test center to take your test. If there are two seats in the tractor you should be accompanied by a suitably qualified driver. At16, once you have passed your test, you can drive a tractor on the road if the tractor is less than 2.45 metres wide and tow trailers less than 2.45 metres wide with 2 wheels, or 4 wheels close-coupled (close together).
You can drive a tractor on the road at 16, but only if you’ve passed the DSA Tractor Driving Test. You can drive a tractor to and from the driving test appointment ,but you can’t practise on the road.
