DVLA Swansea will now handle vehicle registrations. Are the same style non-year registrations, e.g. ABZ 2345, to continue, with the 2nd and 3rd letters indicating the county

Private plates in Ulster are staying the same but new trade plates will be using the same format as in GB.
I registered a 1966 imported motorbike some years ago ( when it was easy ). My local DVLA office closed years ago, so I went to the nearest one in the next county. I asked if the bike would get a number applicable to the county I live in. I was told no, it'll get one for where you are registering the bike. So what's happened to all the non issued numbers for counties that had no DVLA office?
It begs the question, why didn't they do this years ago?
