For more on marking an answer as the "Best Answer", please visit our FAQ.It's an "Arts Project" no doubt. There was one a few years ago in Hackney, (London) where sign posts were set up on a notorious estate.
They looked exactly like normal pedestrian signposts (arrow shaped, blue lining and man symbol) but instead said things like "Hope" and "Inspiration".
Don't know about the Norwich one, but it sounds like that.
As I thought, here's a link I found after 20 seconds Googling - it gives an explanation and some other links about the project.
Clearly I am a total luddite, but how, exactly, is this art. Or should that be 'art'.
Had I known this sort of rubbish was funded, I'd've gone for some money for the Men At Work sign (you know the one, with the sillouette of a man shovelling) I drunkenly brought back to my student house in the early nineties, and which was still propped up against the front wall two years later when I left.
