Tracking Device For Children

My friend is beginning to let her child walk home from school but is worried. Does anyone use tracking devices with their children.

What's she worried about?

Snatching? Accidents? Getting lost?

If it's either (or both) of the first two I fail to see how a tracker can help there. And if it's the latter- then obviously too soon for the child to come home on their own, surely?
