Weather it is or not, it's not going to be enforceable is it? If you're kind enough to give someone a lift they are hardly in a position to 'tell' on you are they?
I suspect that this is an elderly person who needs frequent toilet breaks rather than cups of coffee. If it is just coffee take a flask if you do not want to stop. I am sure there is no law on it.
On a more realistic level, a 300 mile trip is a long time on the road,I would not do it unless I stopped at least once , more likely twice. Even if it was just to stretch my legs and have a pee.

It could be a problem on buses! what if someone wanted the services at each service station, it could put the bus schedule back hours on a long trip. We all know what Women are like with their dodgy bladders!
Baths, it really depends on the driver, if the driver is not tired and doesnt need a pee, why stop? Unless of course a passenger does! I've been driving for 40+ years, a 300 mile trip, I would very rarely stop as I wouldn't need to.
