I was told by a traffic cop in 'Cycle City' (aka Cambridge) that no matter what the facts a vehicle driver is ALWAYS to blame if there is an accident with a cyclist. This is because cyclists have no insurance or registration so any claim is always paid out by the drivers insurance.
The only way out is for the driver to lodge a personal claim against the cyclist to try to recover costs.

Some years ago I was stationary in a traffic jam. There was a bang and I saw 'something' fly past the windscreen.
A 14 year old boy on a cycle had cycled off the canal towpath, hit the wing of my car, gone over the bonnet and landed awkwardly. Thankfully he wasn't run over by oncoming traffic but he was injured.
He was taken to hospital in an ambulance (broken leg and nose). My wing mirror was broken, wing and bonnet scratched and dented.
It clearly was not my fault, the police said it was not my fault and no further action taken.
I still had to pay the bill for the ambulance.

I can believe that Eddie. About three decades ago, when a cyclist wasn't paying sufficient attention and went into the front of my car as I eased slowly out of junction where there was no visibility of traffic and knocked herself over I was astounded later to receive a bill from the hospital where she had a check up. Not only was the NHS not beeing free at the point delivery and thus stealing the cost, clearly it's considered right to mug the victim driver rather that ask the perpetrator of the incident for the cost. Society blames drivers for everything and use them as a cash cow. Society's scapegoats.
