If a person dies and leaves a motor vehicle to his son and this vehicle is fully taxed and insured and parked on a public highway outside the deceased's house, what does the executor do re. the DVLA and the fact it is on the road.
Does the son need to tax and insure it straightaway even if he is not in a position to move it as he lives miles away?

yes, it needs to be insured - the insurance would hve ceased on the death of the insured
As well as insurance, he will also have to tax the vehicle as this cannot be passed on to new owner.
Stop Insurance, Change of ownership, change the Road fund Licence, check if it's MOT. make a note in case the car has any outstanding Parking Penalties.
It will surely remain taxed until the registration is changed to the new keeper, even if the previous keeper is deceased.
The tax is cancelled only at the time of change.
It will remain taxed until official change of ownership..speak to the insures asap and they may include him on the policy. My FIL died a while ago and his insurers kept me on the policy up to renewal.
This explains the 'change of ownership' side of it:
