There is nothing specific in the law which specifies what type of shoes (if any) must be worn whilst driving. However, the law does require you to maintain proper control of your vehicle at all times.

If your choice of footwear affected your driving to such a degree that it was considered you did not have proper control you could be prosecuted. This might be following an accident or after having been stopped by the police becasue of the manner of your driving. But the prosecution would be for not having proper control of your vehicle, not for wearing flip-flops. If you decided to contest the charge the court would hear all the circumstances and this would include a description of your footwear.

I've been pulled over when I wasn't wearing any shoes. The policeman didn't say a word.
