Not all cameras need to flash I am afraid.
The cameras in vans do not flash. Expect a letter through the door in the next week or so.
I learned recently that the latest cameras are taking pictures of the front of the vehicle using something like infra-red rays so they do not need flash. Apparently so far the cameras take pictures of rear because they need to flash, and to flash at front of car could be dangerous. As you say the speed camera was in the rear of police van, can we assume you were behind it and you probably had photo taken without the need for a flash.
Having answered your later question, LATECOMER, I now have a bit more detail about your concerns. Whilst you are considering the consequences of your actions you may like to know that it takes an additional 25 feet (about the length of a bus) to stop from 36mph as it does from 30mph in good conditions. So if a child runs out in front of you to chase his football he has to be that much further away to avoid being hit by your speeding van. Is your principle concern still the potential three points on your licence?
the good news is that if your speedo read 36 mph you were probably doing less ; in my experience they always overread

so you were probably driving more safely than you thought
