(I may be wrong about that one!) The cost of insurance at the start will still be rather expensive though, obviously the car your daughter is driving will affect the cost. If you are a driver yourself you could add your daughter to your existing policy, if you yourself have been driving for 5+ years with 5+ years of No Claims the cost of the insurance should be a lot more reasonable but bear in mind your daughter will not build up no claims while on your policy.
Some dealerships will throw in a years insurance with a vehicle sale. It can be worth considering as the initial premiums are, as you know, sky high for young drivers. It also lumps it all together if the car is bought using a finance company. If all goes well she will have a years no claims and years driving experience when renewal is due.
I think that at 17 years old your daughter is going to struggle to get anything 'reasonable'.
We live in the Manchester area and my 20 year old daughter pays about 900 a year on a Fiat Punto though an on-line broker which deals with girls only. They're called something like 'chicks-in-cars' - try google.
Her lessons cost 18/hour but BSM or RAC would cost more.
