There are two seater cars driving around minor roads in Spain. They look a bit like a Smart car. Somebody said they only have a 50cc engine. It that enough powe to propel two people?

It is, just not at warp speed. :-)
500cc, or even down to 350cc, I could believe

but I can't see that the 50cc you've been quoted is accurate.

50, 350, or 500cc they'd be easy on fuel
These cars are found in continental Europe from France to the Iberian peninsula and I think in Italy too. With two seates, they have a small engine, usually two cylinder, capacity is of the order of 400 cm³. They are in a licensing class of their own and people do not require a full driving licence to drive it as their maximum speed is of the order of 45km/h. The Aixam is one example.

Have you ever heard of a Honda 50 .. two seats, two people, lightweight and a 50cc engine ?
It wasn't going to break any records but it still managed to get two people around !
I used to own a Puch moped. 50cc (all but), double seat. Could move 2, but very rarely was used to do so.
O(M)G, first powered transport, co-owned, a Puch Maxi.

Happy days. :-)
About 5 years ago I had a street legal,DVLA registered dune buggy powered by a 250cc water-cooled scooter engine. Similar to this

These low-powered vehicles are frequently a pain to other road users as they can be difficult to overtake. They are, however, popular with people who can (no longer) get a full licence, such as the elderly and those who've been banned for a traffic offence. There's an Aixam factory near Annecy in the French Alps but I have no idea how these vehicles manage on mountain roads. The big plus is that they provide a much better form of mobility than the battery-powered buggies that are the best you can get in the UK.
I can't find any evidence of a 50cc car. Mopeds, scooters, motorbikes but no car.
