Apart from having the correct licence to drive a dustbin wagon, does anyone know if the driver should hold qualifications from citb, ie to operate plant?

I don't think so, as the compacter on the back doesn't require 'skilled' operation, whereas a hiab crane or excavator would. However, the council (or whatever) would almost certainly put the crew on a safety course and instruct them how to use the equipment correctly. I was amazed that in all the years I drove artics for an agency, no one ever asked if I knew how to work the tail lift on a trailer (and they aren't all the same!!).
