For more on marking an answer as the "Best Answer", please visit our FAQ.I've heard of this before, there is usually an in-line fuse that is put in to act as an imobiliser. Engine gets started by a thief and the fuse blows disconnecting the circuit so no power to the starter.
Most systems used to use a kill switch that was hidden somewhere under the dash but the simple ones used one across the battery or somewhere.

If the vehicle cannot be started and stopped by the normal means (i.e. Ignition key) then it should not be on the road as I have heard that this is not classed as roadworthy (the engine cannot be stopped in an emergency). Other than this it sounds like a botch and I'd suggest taking it to an auto electrician.
