Old Driving Licence To New Photo One

I want to change my old driving licence to a new photo one. Hiw do i do this?
I've looked on line but there are so many sites claiming to do this for you, some charging a fee which i know is not right, im totally comfused.
Which is the official one and do i need a real photo or can i take òne on my ipad?

have your driving licence
be a resident of Great Britain
meet the minimum eyesight requirement
not be prevented from driving for any reason
pay £20 by MasterCard, Visa, Electron or Delta debit or credit card
have a valid UK passport or another form of identity
have your National Insurance number (if you know it)
provide addresses of where you have lived for the last 3 years"

If you have a UK passport, you don't need to take another photo.

I wouldn't advise doing it now though. The DVLA offices were struck by Covid outbreaks in the early days of the pandemic and many staff had to self isolate. Later in 2020 they began work again but from home and as I understand it, strike action id now due as they are being asked to go back into the office. They are months behind and although they might say, 6 to 8 weeks behind, my friend has been without her licence since before Christmas and it was a simple 70+ renewal.

They are not scams at all. The ones I have seen make it quite clear that they are not connected with the DVLA and that they charge for their service. Their sites look nothing like the DVLA official site.
I did an over 70 application for a neighbour (who does not have internet access) and she got her licence in about six days. To get it that quickly you have to have a passport and give them the details so that they may take your photograph and signature from it electronically.
