Any signposting to find out how someone can apply for a visa as an hgv driver?

This person lives in Morocco - is 100pc legit, has no intention to stay beyond his visa (if granted) and is already a hgv driver etc

When the people who update the Gov.uk website finally get their act together, a link should be added to this page:

However Gov.uk is an appalling site. Things were far, far better when each Government department had its own website, as the people creating content for those sites actually knew about how their departments worked. Gov.uk is run by an IT team, where nobody actually understands the operations of individual departments. The driver you refer to will probably find it easiest to call the UK Visa Helpline on [phone] to get the information he requires.

Morocco isn't in the EU so I doubt if his application would be accepted.
