Good morning, an intriguing puzzle indeed! The real puzzle seems to be in finding the“way”.
I’ve completed 50% of it and am seeking some hints for the following, thanks in advance.
Numbers for clues are mine.

(All clues are normal and all solutions are single words. However, the solutions are in no particular order and you must discover some other way of deciding where the solutions should be entered in the grid. )

Matakari - there are 26 numbers. Each number represents a different letter. You now have to find an order to place the answers in!

5 = 7 letters
6 = 7 letters
8 = 6 letters
9 = 4 letters
13 = 6 letters
15 = 8 letters
1 = 8 letters
11 = 8 letters
13= 10 letters
