Does The Cold Weather Affect The Internet Connection?

I'm putting this in Chatterbank because I don't want a really technical answer. I live in East Cheshire and we had a two hour power cut this evening. (Not nice sitting in the dark with no heating!) The internet keeps going on and off as well, and I was wondering whether it's anything to do with the extreme cold. 
And before anyone comments about how dreadful it is in war-torn countries, I am aware that this might be seen as a selfish question!!

Yes it can, although to give a more definite answer we would neeed to know your type of internet connection(land line copper connection, fibre, satellite, etc).Plus we don't know what caused the power cuts. Snow, Wind, flood, or net zero. 

Of course the internet connection just may not have been able to cope with the increase in use due to no TV etc. A sort of self inflicted dos(denial of service) overload.
