my rover has 185/55/15 tyres fitted is it possible to change them all for 185/65/15 as i have seen them at a much reduced price

You can do this but the '55' means that the tyre depth is 55% of the width of the tyre which is 185mm (101.75mm) compared to 65% of 185mm (120.25mm). This means that your speedometer will be incorrect and it will marginally reduce acceleration but increase top speed of the vehicle.

As long as all tyres are the same it would pass a MOT because they only check for odd tyre sizes but I would recommend sticking with the 185/55/15 size.
