I keep getting tickets for parking on the land where I live. Can my estate managment company refuse to issue me with a permit.

I live in a block of flats in Slough. There is communial parking and garages. I have a garage that is too small to get out of the car when it is in it and the estate management company refuse to give me a permit to park in the grounds, therefore I keep getting tickets from their enforcement company.

Yes. They say I can either push the car into the garage or climb out throught the sun roof when its in there!!.
