I accidentally drove in a bus lane for about 400m the other day in London. It was 16:30 but the lane came into effect at 16:00.

What are the chances of receiving a fine and do they also issue points for this offence, albeit accidental?

Its a fine only for beiong caught in a bus lane. Chances of being caught depend on location, in my home town there are only cameras on the front of busses so the bus has to catch you in the act. The main road a bit nearer London actually has cameras attached to lamp posts etc.
Keep fingers crossed really, and if you pass that road again see if you can see cameras if not you probably got away with it.
The cameras won't necessarily be on poles by the road they are sometimes mounted on buildings or are quite a distance from the bus lane they are enforcing. So not seeing them won't mean that they aren't there. Londons pretty hot on bus lanes though these things rely on the camera operator actually picking you vehicle up and getting a clear shot of your vehicle reg. Hopefully you'll be lucky and won't hear anything. They have 14 days to serve the notice btw.
