Depends a bit on the boat and conditions.
We used to run a Rigid Hull inflatable about this size with a 40 which would just about get up on the plane with 6 fully kitted divers on a good day.
With a couple of fishermen I'd think they'd be OK in goodish conditions. but they won't be breaking any speed records
They need to have a backup plan in case the engine cuts and decides not to start. At the very least radio, preferably a small backup engine and all the usual first aid, flares etc. in a waterproof boat-box tied it to the boat.
They might also be well advised to treat the Menai straits with caution, the currents there are quite notorious
