I think it stands for 'water displacer' (or displacement) and the 40 relates to the final version used.

Another piece of WD40 trivia, the reason why it is sold at all is that it was first used for industrial purposes only, except the people working with it found it so good that they started stealing it to use at home.

A company was set up to sell it to the public, and until the company bought 3 in 1 oil, it sold only one product.
