You can only ride a moped on a provisional licence if you also have a 'DL196'. This is the form which confirms that you've satisfactorily completed Compusory Basic Training. A DL196 remains valid for 2 years from the date of issue. Unless you obtain a full licence during this 2-year period, you can't drive a moped until you've obtained a new DL196 (by re-taking the Compulsory Basic Training).
