Just want to ask.. when they say car is good runner?.. what does this mean.. is it reliable in long run?

It goes!
It's usually reveals more about what's not so good about the car. If that's the best thing a vendor can find to say about a car it usually means that it's a "nail", the bodywork is falling apart but it does run!

As littlejohn says it doesnt mean much really. The vendor would start the car and if it ticks over smoothly they can say its a "good runner".
