How long before a 17th birthday can you apply for a provisional licence?

Normally, for car drivers, the earliest date your provisional licence can become valid is your 17th birthday, however you can apply for the licence up to three months before your 17th birthday.

correct me if i am wrong, but you need your provisional to ride a scooter, which you can own when you are 16. i always though you could obtain a provisional when you were still 15.

as i said correct me if i am wrong.
