The only record of 'registered keepers' of UK motor vehicles is the one held by the DVLA. This is subject to the provisions of the Data Protection Act. While it is possible for people, who can prove a legitimate need for the information, to pay a fee and access the details of a registered keeper, this facility is not generally available. (For example, if you over-stay on a council car park, the council can access your details so it can pursue you for the penalty payment but people without a 'legitimate purpose' can't get the information).
If you think about it, there are good reasons why this information is not freely available. Imagine a man who becomes obsessed with a woman who serves him in a shop. If the DVLA's register was available online, all he'd have to do, to find out where she lives, would be to watch her go to her car and then type in the registration number online.

the dvla website will tell you when the car was last on the road(i have used it many times to recall my previous cars) but not its location, however , for a fee it has been known for the dvla to dish details out to the public without too much enquiry .Reasons for genuine enquiry could be eg for a not -responding TPFT insurance claim
